Executive Orders

On August 25, 2025, the President issued an Executive Order titled, “Taking Steps to End Cashless Bail to Protect Americans,” which states that federal resources (including federal grants) “should not be used to support jurisdictions with cashless bail policies.”

On August 25, 2025, the President issued an Executive Order titled, “Measures to End Cashless Bail and Enforce the Law in the District of Columbia,” which declares that federal funding (including federal grants) to the District of Columbia will be cut if it continues its cashless bail policies.

On August 13, 2025, the President issued an Executive Order titled, “Revocation of Executive Order on Competition,” which has an impact on the American economy.

On August 13, 2025, the President issued an Executive Order titled, “Enabling Competition in the Commercial Space Industry,” which encourages innovation. This includes research and development (R&D), which is supported through federal funding.

On August 13, 2025, the President issued an Executive Order titled, “Ensuring American Pharmaceutical Supply Chain Resilience by Filling the Strategic Active Pharmaceutical Ingredients Reserve,” which encourages the production of APIs. This will be achieved through federal funding.

On August 7, 2025, the President issued an Executive Order titled, “Improving Oversight of Federal Grantmaking,” which focuses on streamlining agency grantmaking to ensure greater accountability for use of public funds.

On July 24, 2025, the President issued an Executive Order titled, “Ending Crime and Disorder on America’s Streets,” which prioritizes federal funding to reduce the incidence of homelessness, mental illness, and substance use, especially in public settings. 

On July 23, 2025, the President issued an Executive Order titled, “Accelerating Federal Permitting of Data Center Infrastructure,” which will use federal resources to develop data centers.

On July 23, 2025, the President issued an Executive Order titled, “Preventing Woke AI in the Federal Government,” which impacts federal funding and procurement policies for AI.

On July 3, 2025, the President issued an Executive Order titled, “Establishing the President’s Make America Beautiful Again Commission,” which asserts that conservation and economic development go hand in hand. More specifically, MABA is expected to promote growth in the outdoor recreation economy, and in turn, increase America’s economic output.

On June 12, 2025, the President issue an Executive Order titled, “Empowering Commonsense Wildfire Prevention and Response,” which helps to consolidate Federal wildland fire programs to achieve the most efficient and effective use of wildland fire offices, coordinating bodies, programs, budgets, procurement processes.

On June 6, 2025, the President issued an Executive Order titled, “Leading the Word in Supersonic Flight,” related to federally funded RDT&E and industry-led testing of supersonic technologies at federal test sites.

On June 6, 2025, the President issued an Executive Order titled, “Restoring American Airspace Sovereignty,” related to grant funding to purchase UAS or equipment or services for the detection, tracking, or identification of drones and drone signals.

On June 6, 2025, the President issued an Executive Order titled, “Unleashing American Drone Dominance,” related to grants and loans that will prioritize and support the export of United States-manufactured civil UAS and related systems.

Office of Management and Budget

On August 29, 2025, the OMB issued a statement titled, “Historic Pocket Rescission Package Eliminates Woke, Weaponized, and Wasteful Spending,” which states that “The Trump Administration is committed to getting America’s fiscal house in order by cutting government spending that is woke, weaponized, and wasteful. This includes cancelling $5 billion in foreign aid and international organization funding that violates the President’s America First priorities.”

On August 15, 2025, OMB launched a historic update to the Federal Acquisition Regulation (FAR). The article titled, “The Office of Federal Procurement Policy Launches Landmark Update to FAR, Ushering in a New Era for Commercial Buying,” states that “this deregulation, combined with more streamlined buying procedures, will make it easier for agencies to leverage commercially-available solutions, including the innovations of small businesses, to provide better, more cost-effective services to taxpayers.

On May 2, 2025, OMB sent the President’s discretionary budget request for 2026 to Congress. The article titled, “The White House Office of Management and Budget Releases the President’s Fiscal Year 2026 Skinny Budget,” has implications to agencies receiving federal grant funding.

On April 16, 2025, OMB issued a briefing titled, “Whitehouse Announces Revolutionary Federal Procurement Overhaul,” related to procurement policy.

On January 29, 2025, the U.S. Office of Management and Budget rescinded OMB-M-25-13.
